Galactic Standard Armaments (GSA)
The Galactic Standard Armaments Initiative was a well intended movement to restrict the access of advanced weaponry to less advanced races.
This initiative was originally created and funded by several major races in the galaxy. It was created as an independent organization from any one government to avoid bais supply or distribution of its product. At first it was a powerful idea implemented in such a way that they actually seemed to be making a difference.
Black Market weapon deals were being shut down. Races unable to properly care for or store dangerous weaponry had it taken from them. The GSA was making a difference across the board. Until the internal reform occurred.
There was a realization that as a business the GSA was failing. So much capital was being spent on independent research to track down these ‘illegal’ weapons deals let alone the recovery of these weapons.
After the reform it was decided to leave both the research and recovery of illegal weapons deals to independent contractors. Rewards of a smaller cost than doing so themselves were offered for locating weapons that should not be held by less advanced species, or large weapons of mass destruction that were being built. Then these jobs in turn were offered on a sort of market board for independents for the sabotage or recovery of such weapons.
Between the first, second, and third GSA reforms the end result has been a large weapons dealer with galactic presence employing a small army of interstellar pirates and bounty hunters ensuring that no weapons of any significant power makes its way into the hands of less advanced species and reselling these recovered weapons to buyers at the highest price.
